Lambert House
The Lambert House site is a partnership between Volunteers of America Oregon and Providence ElderPlace. The partnership is based on the successful Providence ElderPlace model already in place at the Marie Smith Center. Volunteers of America will provide day-center activities, such as meals, music, pet and art therapy, social activities and exercise classes, while Providence ElderPlace provides the medical and social services for all ElderPlace participants. Lambert House will continue to operate as an adult day program through Volunteers of America, even as Providence ElderPlace enrolls participants at this site. Lambert House was remodeled to add a Health and Social Center, physical therapy room, offices and more windows.

Participants will have the chance to review and comment on the latest proposals regarding residential compatibility. Each event will address different topics within the same project. Those who would like to attend can drop in any time between 4:30PM and 7PM
Last year, we discussed issues regarding making new development and existing development more compatible with each other and weighed alternative ways to address those issues. Now it is time to develop a preferred approach to addressing each of the following issues:

  • Height and bulk of new homes
  • Transitions (between single-family homes and more intense uses such as commercial uses, apartments or condominiums)
  • Flag lots (homes built behind other homes)
  • Buffers and screening between developments
  • How small-lot subdivisions are reviewed
  • Quality/appearance of fences along streets

"This is a meeting for anyone and everyone to come and listen to and participate in the latest proposed version of the 'Big Box' code. Comments and suggestions are very welcome.", Susan Wells, President Southwest Neighborhood. (See 'Related Content', and 'More info from Susan Wells' below)

The purpose of the ("Big Box") project is to create regulations that ensure commercial development meets the community's vision and to ensure high-quality design for retail and other commercial development along arterial streets in the corridor district. The Code regulations will result in commercial developments that:

  • Are attractive with high quality design and materials
  • Promote a sense of community and livability
  • Support the City's sustainability goals
  • Address safety concerns

The purpose of this forum is to present information on:

  • The proposed land use district location changes for Community Commercial and Moderate Commercial
  • The Draft Commercial Design Guidelines and Standards Code

The meeting will include an open house at 6:30PM followed by a presentation/discussion session starting at 6:45PM.

Public Encouraged to Attend Vote
The final vote for the East County Courthouse is scheduled Thursday, October 28th. It will be in the boardroom at the Multnomah Building (501 SE Hawthorne) and is on the Board of Commissioners meeting agenda for 10:30am. There will be a brief presentation before public comment, then the final board vote. We are confident about this passing but encourage everyone to show their support, whether that includes attending in person or making public comment at the meeting or through a letter to the Commissioners (contact info below the break).

Ground Preparation Underway
Deconstruction of the existing building (Rockwood Lanes Bowling, Get Map!) has already begun (see photos below) and we anticipate the groundbreaking will be in December (the original plan was January but the project is a little ahead of schedule). According to the timeline, the courthouse will be completed in March of 2012. The design is for two floors and three courtrooms and there will be a final design and timeline available during the presentation on Thursday next week. It will be included in the presentation to the board and accessible through the Weekly Agenda Packet Materials link on the Board Meeting Agenda website beginning next week, October 25th. Once the board votes details will also put it on the Multnomah County East County Courts website.

SOLV is pleased to announce that a Volunteer Action Training has been scheduled in Portland on Tuesday, November 2nd. Learn how to effectively organize an environmental project with volunteers to meet needs in YOUR community. This workshop is designed for people organizing volunteer projects around SOLV’s four project types: litter and illegal dumpsite cleanup, invasive plant removal, native tree and shrub planting, and maintenance and monitoring of watershed restoration sites. If you’ve already participated in a training with SOLV or are currently coordinating volunteer projects, please feel free to join us for a refresher course or pass on this announcement to help recruit the next generation of leaders!

Two sessions offered
The workshop is being delivered in two sessions with different but complimentary material. Topics in the morning include watershed basics as well as envisioning and defining your project. The afternoon session will cover managing and recruiting volunteers, finding sponsors and fundraising for your project, working with the media, and project logistics for the day of your event. Participants may attend one or both sessions.

Meeting Notice
The next meeting scheduled for the Retail Design and Development Standards project is a public hearing with the Planning Commission on Monday, November 8, 2010 at 6:30 pm.


A message from Susan Wells, President, SWNA:
For some reason the Large Retail Development Standards (Big Box Code) has been moved to emergency status, which means meeting dates have been moved up. It appears as though things are on track to get the new code approved and in place very quickly. This all seems good but, we still need to be active, take part and make sure it happens. We need the Planning Commission and the City Council to both approve the new code. Usually when the City Council has a hearing and approves items they are then enacted a few weeks later and then the date for effectiveness (or start) is set after that. For some reason the hearing, enactment and an effective date are all to be done in one reading at one meeting.
If you can attend both or either of these meetings please make an appearance. We need folks to show support and we need folks to speak and suggest that this code be approved.
These will be the last 2 meetings regarding this issue.
